Donald Rumsfeld put it plainly in a speech he gave last Friday. In his remarks to The Chicago Council on Foreign Relations, he had this to say about winning the war on terror:
"So the only way to win the struggle -- the war, the insurgency; call it what you wish -- is to be on the offense. It's to put pressure on the terrorists where they are, before they strike. We can either change the way they live, or they're going to change the way we live. And they strike at that thing that we are, namely free people."Freedom is not without cost.
